Defines a shared object target for Tracepoints.
Arguments

| name | str | The name of the shared object. |
| upid | px.UPID | A process which loads the shared object. |
Returns
SharedObject: A pointer to the SharedObject that can be passed as a target to UpsertTracepoint.
